We Need an Education Bill of Rights

Determining School Budgets will be the responsibility of the School based on student needs. The prevailing “Site-Based Budgets” will be eliminated by reform.

This type of budgeting focuses on the resources and budget needs necessary to run the school efficiently, not effectively. The freedom and autonomy over the resources and funding needed is costly and creates disproportionately funded underperforming Schools.

The same budgetary and accounting principles used by businesses will be applied by Schools. Budgeting will be based on enrollments, purpose, and benefits.

Prior to establishing Budgetary Policy and Standards, each School will undergo a comprehensive financial analysis of spending and performance outcomes by independent auditors. The Commission’s Financial Management Office will work directly with Schools.
