We Need an Education Bill of Rights

Public Schools are not intended to make a profit. They are also not intended to fail and go into bankruptcy. The proposed system accomplishes the goal of Excellence In EducatIon, while controlling costs as a fiduciary responsibility owed to Citizens.

Much of the work of reforming education will be accomplished by enacting the Education Bill Of Rights. The legislation establishes Standards, Expectations, and Policies that Citizens demand as

their education rights. The current system failed because School Boards have no Enforceable Standards. Policies change by elections; typically by a one member majority, that has a politically driven special interest agenda.

Once standards and policies are established, the next phase of reform is Compliance. The regulations mandated by the Education Policy and Oversight Commission will govern School operations.

Commissioners will be assigned to School Districts, and will supervise the management of four Commission Offices, that will oversee: School Policies; Curriculum and Instruction; Accounting; Human Resources; Administration; and, the successful implementation of the Education Bill Of Rights laws.
